Does a certificate emphasise importance in digital imaging?

straight to the bottom line:
When it come to the internet and Photoshop, a certificate is generally a load of rubbish and doesn’t really convey much, in my opinion anyway.
Why is this the case with the digital world? Programming, web, development, Photoshop etc. all require no certificate?
I’ll tell you, when kids a very small, many are given a copy of Photoshop and they spend all their time on this many hours a day for many years. Now who would be better these kids of someone who has studied the theory behind Photoshop for a few years?
I the answer is quite obvious.
